The newest and most advanced iPad (as of October 2023) is the iPad 10th Gen, originally launched in 2022. There are no plans to launch another generation of iPad in 2023.
If you don't have a lot of apps or games on your iPad, 64GB will work fine. If you’d like to use quite a lot of apps and games, it’d be wise to consider getting a 128GB or 256GB iPad. If you plan to do any graphics-heavy design work, it’s a good idea to get a 512GB + model.
